Oscar Ned Frank Jr., 69, was born Aug. 30, 1952, in Yakutat, Alaska, to Oscar Ned Frank Sr. and Elizabeth Watson. Oscar, the eldest of seven children, was the only boy with six sisters. Oscar graduated with a Bachelor of Science from Brigham Young University in Provo, Utah, and also a Masters Degree in political science from the University of Alaska Fairbanks.
In 1972, Oscar made his home in Fairbanks, Alaska, and married Katherine Jacobson and together parented three children, Joyce, Oscar (Ned) Frank III and Joshua Frank. After his divorce, Oscar also fathered Jeremiah Ayuluk (deceased), Jessica Auyuluk and Ethan Nickoli. Along with his stepdaughters Marcy Nickoli, Euphrasia Nickoli, Helen Nickoli, and Jacinda Baker.
Oscar worked for the state of Alaska in the Human Rights Commission office. He later worked for Tanana Chiefs Conference as a grant writer for the subregional office. He also worked for Fairbanks Resource Agency as a caretaker and then Access Alaska. Oscar loved traveling all over Alaska seeing the many villages along the Yukon River. Oscar had a love for reading, running, basketball, jogging, skiing, playing guitar which he self-taught himself and was a very big advocate for Native rights.
Also known as Ozzie, he was loved by many and remained close friends with Katherine until his death. Everyone who knew him, knew his love of books. He would choose a book over a burger anytime. His luggage always included one bag of books. He taught himself how to play the guitar and knew many of Glen Campbell's songs by ear. As a young man he loved to play basketball and was an avid jogger. Oscar will be survived by his grandchildren in Fairbanks, Alaska, Twyanna Coger, Raekwon Phillips, Dewila Melvin, Royce Frank, Diamond Frank and River Frank, and Zachary Boyscout, Lenea Friday of Chevak, Alaska

I will miss him always, I did not learn of his passing til recently my feelings are filled with sympathy. I pretty much chose to work with native Americans and indigenous peoples, because of who I had married and my relation. And my curiosities into different cultures and there relationships to earth. He and I shared many great times with Ethan, Fishing, watching swans, etc. I will miss him always! Just one great individual! I was hoping for a long time to get up there and see him again! hard for me to believe.

I'm sorry to hear of Oscar's passing, especially from COVID. Oscar and I had many fine conversations starting when I began working at TCC and then wherever we would run into each other and shared music interests as well. My condolence to all of his family.
