Jo Ann Baylor Phillips, 86, of Cocoa, Florida passed away on March 7, 2025. She was born in Cedar Key, Florida to Pete and Josie (Oder) Baylor on January 25, 1939.
Survivors include daughter Dawn Moon Anderson (Ron), granddaughter Ariel Moon Anderson (Nate Morgan), great grandchildren Cameron and Serenity Morgan, sister Brenda Baylor Coulter (Henry), sisters-in-law Sally Baylor, Judy Phillips, and Glenda Piasecki.
Jo Ann was preceded in death by her husband Gene Phillips, parents, and brother Kenneth Baylor.
She grew up in Cedar Key and graduated from Cedar Key High School. Moving to Gainesville, Florida, she worked at Ruddy's Department Store, and later as the office assistant at the Gainesville Sun newspaper. After marrying Gene, they moved to Orange Park where she worked as a title researcher. Upon Gene's retirement from the Navy, they relocated to Albertville, Alabama where she trained for and worked as a certified nursing assistant.
Following Gene's death, she moved to Colorado to live with her daughter and care for her granddaughter. She later returned to Florida with Dawn's family and lived in the Cocoa area.
A private family burial will be held in the Cedar Key Cemetery at a later date.
No matter where Jo Ann was, she always referred to Cedar Key as home and took every opportunity to return to Cedar Key. Her life's passion was taking care of people, and she did this very well.
Jo Ann was loved and will be missed by several cousins, nieces, and nephews.

The Lord called another Angel home, but he left a lot of us with an empty feeling! I always looked forward to seeing Jo Anne at he Old Timers, as her smiling face was an exceptional heartwarming experience! She's home now with her parents, brother and a lot other old friends!
She lighted the room with her infectious warm smile and sincere hug! Just left a lot of us with an emptiness that only she could cure!
I'd !yet have needed a special Angel, and he certainly called one of the very best!
